Likemind is excited to be partnering with Ministry of Business, Innovation and Employment (MBIE) to find an exceptional professional for the newly established Manager Procurement Workforce and Capability. As an important role within the New Zealand Government Procurement (NZGP) branch – this role will report to the Head of Procurement Capability and Systems.

NZGP is a branch within MBIE who have a vision for New Zealand’s government procurement to be fair, transparent, inclusive, and efficient. It will deliver more value and respond to changing government priorities.
 
While they live and breathe procurement, the branch is a support function to those doing the mahi in the procurement system – government agencies and the suppliers and providers they work with. Less of a procurement shop than a shop filled with data, systems, communications, contract and project management people who love procurement. And yes, they have some procurement specialists!
 
Reporting to the Head of Procurement Capability and Systems within NZGP, this exciting new role is ready and waiting for a seasoned workforce capability development professional, with the ability to shape and enhance the procurement workforce.

Up for a challenge? To be successful in this role, you will need to challenge the status quo, understand how to work with people to deliver innovative solutions and bring procurement professionals with you on the journey to design, build and implement.

This role is responsible for strategic system-workforce (capacity and capability) development and planning, to ensure the government procurement system has the required capacity and capability to support and deliver "Procurement for the Future".

To be successful in this position, you will join us with the following skills and experience:

  • Strong leadership skills and ability to use different interpersonal styles and communication techniques, expectations management, and influence at a senior level to gain cooperation, support, affect change, and inspire others
  • Experience in forecasting the impact of demographic shifts and external factors
  • Ability to predict new roles and competencies needed for the procurement workforce
  • An understanding and ability to develop gap analysis between talent supply and demand and define future workforce models, using qualitative data
  • Sound ability to lead the development of innovative workforce initiatives which attract and retain a diverse workforce to reflect the economy at large
  • Ability to align the strategic workforce plan with the needs of the system (and agencies), the wider workforce dynamic, and the known natural levels of a procurement practitioner
  • Experience in developing and leading procurement capability strategies and objectives at a whole of government level
  • Ability to interpret data sets to identify trends and inform work plans
  • Highly-developed applied management skills to deliver capability development outcomes
  • Good understanding of digital and non-digital communication channels and content management principles and how to manage information
  • A good understanding of how procurement issues impact agency outcomes and how procurement practice impacts these is preferable but not essential.
